What to Do in the Event of an Armed Individual or Campus Shooting

If shots have been fired or appear to be imminent, call 911.

If the shooter is outside the building:

  • Turn off the lights; close and lock windows and doors.
  • Get everyone on the floor and out of the line of fire.
  • Call 911.
  • If safe to do so, move to an area away from windows until an "all clear" instruction is given by authorized personnel.

If the shooter is inside the building:

  • If possible, flee the area.
  • If flight is impossible, lock doors to secure your space.
  • Call 911.
  • Get everyone out of the line of fire and remain silent.
  • Wait for the "all clear" instruction by authorized personnel.

If the shooter comes into your class or office:

  • If possible, call 911.
  • Flee if possible.  Get as far away from the site as possible.  Negotiate if you cannot hide or flee.
  • Use force only as a last resort.
  • Remember, be aware of multiple shooters.
  • Wait for the "all clear" instruction by authorized personnel.
  • In a shooting situation, Public Safety is in charge until emergency safety officers are on the scene.
  • In case you must flee, do not go to the normal gathering site for your building.  Get as far away from the shooting scene as possible and then contact authorities. 

In all situations:
Do not make changes to the scene until law enforcement personnel have cleared the area. 


What to Do in the Event of a Bomb Threat

  1. DO NOT USE A HAND-HELD RADIO OR CELL PHONE TO REPORT THE THREAT, as these devices could trigger an explosion.  DO NOT PULL FIRE ALARM.

  2. If you receive a bomb threat, keep the person on the line while another person contacts 911 and Public Safety at extension 1205.  Note caller’s gender, age, voice, accent, and background noise. 
  3. Consider asking the caller the following questions:

    • When is the bomb going to explode?
    • Where is it located?
    • What does it look like?
    • What kind of bomb is it?
    • What will cause it to explode?
    • Did you place the bomb?
    • Do you know that if the bomb explodes it will hurt innocent people?
    • What is your name and address?

  4. If you receive a written note with a bomb threat, take it immediately to Public Safety.

  5. Report suspicious packages or objects to Public Safety at extension 1205.

  6. DO NOT TURN LIGHTS ON OR OFF.  Leave area as is.  Do not take time to close windows and doors.

  7. Supervisors/Instructors are responsible for conducting a headcount in the evacuation location and reporting results to Public Safety.

  8. NO re-entry into the building is permitted until authorized by Police or Fire Department personnel.


What to Do in the Event of a Disruptive Individual

  1. A “disruptive individual” is defined as:

    • Someone who makes threats of physical harm to self or others.
    • Someone who behaves in a belligerent, bizarre, unusual or unstable manner.
    • Someone who appears to be intoxicated or under the influence of a controlled substance.
    • Someone who is negatively impacting others.

  2. Contact the Public Safety Office at extension 1205 and the Counseling Center at extension 1265.  Give your name and campus location with a brief explanation of the situation.  Take note of the individual's age, personal appearance, clothing, vehicle or any other information that would help identify the individual.
  3. If you feel comfortable remaining with the individual, maintain a warm yet neutral demeanor.

What to Do in the Event of a Fire

If you observe a FIRE on campus clear the area immediately.  Call 911 and Public Safety at extension 1205.  Do not hang up until told to do so.

  1. If a fire exists, pull the fire alarm.
  2. When told to evacuate the building by a College official or you hear the fire alarm, walk quickly to the nearest emergency exit and ask others to do the same.
  3. Assist the handicapped and injured in exiting the building.  Do not use elevators in care of fire or earthquake.
  4. If there are injured who can not be moved remain with them if possible and direct those exiting the building to notify emergency personnel of your location, the extent of the injuries (if known) and the number of persons involved.
  5. Once outside proceed to a clear area that is at least 500 feet away from the affected building.  Keep streets, fire lanes, hydrants and walkways clear for emergency vehicles and personnel.  Know your area’s evacuation location.
  6. Do not re-enter until cleared by the Fire Department, Police or Public Safety.
  7. Supervisors/Instructors are responsible for conducting a headcount in the evacuation location and reporting the results to Public Safety.


What to Do in the Event of Gas Leak/Toxic Fumes or Explosion

DO NOT TURN ANYTHING ON OR OFF.  DO NOT USE A CELL PHONE OR HAND-HELD RADIO.  DO NOT PULL FIRE ALARM. EVACUATE THE AREA IMMEDIATELY.

In the event of a GAS LEAK OR TOXIC FUMES:

  1. Leave the area.  Ventilate the area by opening a window if possible. 

  2. Notify those in your building to evacuate as you are leaving.

In the event of an EXPLOSION:

  1. Leave the area.  Close doors to reduce the spread of fire, but do not lock doors.

  2. Notify those in your building to evacuate as you are leaving.

In either event:

  1. From a safe location, notify Public Safety at extension 1205.

  2. Do not re-enter until cleared by the Fire Department, Police or Public Safety. 

  3. Supervisors/Instructors are responsible for conducting a headcount in the evacuation location and reporting results to Public Safety.

 

What to Do in the Event of Hazardous Spills

  1. Report spills of a hazardous substance to Public Safety at extension 1205 and Chemical Hygiene Officer at extension 1332. 

  2. Evacuate the area immediately while avoiding direct contact with the spill. 

  3. Remove articles of clothing or footwear, that have come in contact with a hazardous substance in order to avoid spreading it throughout the building.

  4. In the event of a fire, pull alarm.

  5. Never touch, taste or smell a suspected hazardous substance.

  6. Public Safety must be notified at extension 1205 if anyone has been contaminated with a hazardous substance.  Avoid contact with others until notified by safety personnel.

 

What to Do in the Event of Injury or Serious Illness

  1. If the medical condition appears to be an emergency, dial 911 from a campus phone or call Public Safety at extension 1205.  You may also contact the Health Center at extension 1265.  Do not leave the person alone unless absolutely necessary to place the call.

  2. Personal safety is the first priority for those coming in contact with the injured party.  Do not take unnecessary personal risk when responding to the injury.

  3. When available, use protective gloves when coming in contact with the victim's bodily fluids or blood.

  4. All injuries must be reported to Public Safety within 24 hours regardless of the severity. 

 

What to Do in the Event of a Power Failure

  1. If the power fails in your building between the hours of 7:00AM and 3:00PM, please notify the Physical Plant at extension 1280.  If it is after hours, or on a weekend, contact Public Safety at extension 1205.

  2. Never attempt to reset a tripped breaker in an electrical panel.

  3. As information about the expected length of the outage becomes available, Physical Plant or Public Safety will inform the community by email and voicemail.

  4. The decision to close the College in the event of an extended power failure rests with the President or the designee of the President.

  5. If power lines are on the ground, stay clear of downed lines and contact Public Safety immediately at extension 1205 to secure the area.

 

What to Do in the Event of Sighting a Suspicious Individual or Activity

  1. Report a suspicious-looking individual or activity to the Public Safety Office at extension 1205.  Give your location, name and reason for calling.  Be ready to supply a physical description of the individual:   gender, attire/clothing, age, height, weight, hair color and length, facial hair and any other distinguishing features.  If the individual is in a vehicle, attempt to get the vehicle make, model and color, as well as the license plate number.

  2. If you see a weapon, or suspect the person is armed, notify Public Safety at extension 1205 and refer to the Weapons protocol. 

  3. If the individual is acting in a disruptive manner, refer to the Disruptive Individual protocol.

  4. Do not approach a suspicious individual.  Contact Public Safety as quickly as possible while monitoring the location of the person, if it is safe to do so.

 

What to Do In the Event of Noticing Weapons on Campus

  1. A "weapon" means any object, device, or instrument (or facsimile thereof) designed to cause bodily harm.  Weapons of all types are prohibited from the Johnson State College campus. 

  2. Items defined as weapons include but are not limited to:

      • Firearms, (loaded or unloaded), pellet guns, BB guns, air guns and stun guns -- this includes antique, curio weapons and paint guns.
      • Ammunition; poisons; chains; arrows.
      • Knives with a blade longer than 3 inches, blades, clubs, metal knuckles, numchucks, throwing stars, bayonets, swords or other double-edged weapons.
      • Explosives, fireworks, or other incendiary devices.
      • Any object that has been modified to serve as a weapon.
      • Facsimiles of a weapon

  3. Notify Public Safety at extension 1205 if you become aware of the presence of a weapon on campus.  Do not touch a weapon found unattended.
